I dont think the Yankees would agree or the Redsoxs with that said because those two  teams run the whole league I don't see it happening.

The Yankees would never agree to that.  Even if they did, they would find a way around it.

I think a Salary cap would be good. It would make the teams more even and MLB more entertaining to watch. Go Rays!

yep, they will say they are willing to have more MLB taxes put on them for them to be able to spend like they have been.
